		<description><![CDATA[At the base of all of these problems is the need for legislation, state wide or nationally to require spay/neutering of pets and to require that cats be kept inside and dogs inside as well (or humanely treated if they are outside) and not allowed to roam.
The sheer numbers of feral, abandoned and mistreated animals will continue to be overwhelming if this is not passed.
A concerted push by various spay/neuter organizations to spay/neuter all the strays in the various neighborhoods of Philadelphia could make a dent as Forgotten Cats did in Delaware. Get rid of the egos and just do it for the animals!
Sports figures should do public service announcements urging kindness to animals and being role models.
There should be education and low cost help on how to control fleas, etc. because apparently that is one reason people put their pets outside.]]></description>

Unfortunately, depsite the fact that our shelters want to help, we simply can&#039;t afford to do our job AND the State&#039;s and municipalities.  After years of threatening shelters who dropped contracts they are finally seeing that our donors and supporters don&#039;t want to underwrite the State anymore.]]></description>

		<description><![CDATA[I&#039;m so glad you wrote about this.  It appeared on my Facebook page.  I live in North Carolina and if spay/neuter laws are not passed and enforced this problem will only continue nationwide.

The sad thing is that it&#039;s the animals who suffer the most.  I cannot understand the human race&#039;s ability to treat animals the way we do.  I&#039;m glad, for whatever the reasons, Pennsylvania is finally willing to do something.  Perhaps now the energy can  be directed to a more focused solution.
